It's pretty simple. Baxter took a golf cart ride with an agent. They determined the ride cost $5, so he made a donation to cover that "benefit". Nelson took too many online courses, and some didn't transfer. He didn't have the credits and therefore had to show academic improvement, which took time. It really is apples and oranges.
